Both thresholds must be met simultaneously; you can't use one to substitute the other (except the Shorts pathway).

No. YouTube Shorts views do not count toward the 4,000 public watch hours threshold. Shorts have their own separate pathway: 10 million Shorts views in 90 days. Only watch time from standard (long-form) public videos counts toward the hours requirement. Private, unlisted, or deleted videos also do not count.
